ReturnIndia government released the 2nd selection under silk fabric anti-dumping

On Sept. 19, 2005, Indian investigation authorities determined the 2nd selection of exporters and producers under silk fabric anti-dumping investigation after considering the comments from the China Chamber of Commerce on Aug. 18 .
The public arbitration is as follows:
1.Chongqing Jiatai Silk Co., Ltd. is limited its examination due to refusal of selection. The number of selected enterprises totaled seven including Zhejiang Cathaya, Nanjing Textile, Zhejiang Huilong, Sichuan Silk, Chongqing Xiangfei, Sichuan Silk Industry Institute and Silk New Century.
2.Indian investigation authorities shall not select the producers that didn’t cooperate with the exporters in answering the case, however, hope to one trading exporter equipped with two producers to answer the case.
3.All enterprises unselected shall submit overall answers to MES (Market Economy Status) paper. Unselected enterprises that have obtained MES enjoy the weighted average tax rate for selected enterprises that have obtained MES, vice versa.
4.All paper shall submit to the Ministry of Commerce and Industry under India government within thirty-seven( 37) days after the release of the selection.
5.Unselected enterprises may submit the necessary information voluntarily and shall considered individually. (6.10.2 of WTO agreement: In cases where the authorities have limited their examination, as provided for in this paragraph, they shall nevertheless determine an individual margin of dumping for any exporter or producer not initially selected who submits the necessary information in time for that information to be considered during the course of the investigation, except where the number of exporters or producers is so large that individual examinations would be unduly burdensome to the authorities and prevent the timely completion of the investigation. Voluntary responses shall not be discouraged.)
6.Any opinion about the above-said selection shall submit to the Ministry of Commerce and Industry under India government before 17:30 pm of Sept. 22 (Thursday).
7.Product information in the answer shall meet PCN as requested by the Ministry of Commerce and Industry under India government.
8.The Ministry of Commerce and Industry under India government will choose India as the substitute country.
