According to a circular issued by China Cocoon and Silk Coordination Office on November 16, China will purchase 500 metric tons of raw silk for its national reserves in a bid to stabilize the development of the cocoon and silk industry, safeguard the interests of silkworm farmers, and promote the balance of production and marketing.
The requirements of the national reserve raw silk are as follows: dried-cocoon-reeled-silk (white) produced after August 2023; Grade 5A and above, 20/22D; meet the standard metric requirements and qualified by CIQ inspection.It is decided to set 83 bids, each of which is an independent bidding unit with 10 batches (about 6 tons). The maximum number of bids per enterprise is 5 targets (50 batches, about 30 tons).
The qualification requirements for the bidding units are as follows: an independent legal personality with good credit standing and normal production and operation; silk reeling and processing factory with stable raw material sources, scale production capacity and an annual production capacity of over 200 tons of raw silk; stable product quality and high reputation; no bad behaviors in violation of national laws and regulations in the past three years,and also not being listed on the "Credit China" website as the dishonest judgement debtor and the party to major tax violation cases.
The national silk reserve policy is one of the important measures of the state for the macro-control of the cocoon and silk market, which plays a good role in ensuring the stable development of the industry and promoting the balance of production and marketing.
